RELEVANT HERITAGE

Savinkin Alexander Evgenjevich

“MAY RUSSIA BE FREE AND STRONG WITH SOPHISTICATED COMBAT-READY ARMED FORCES...”(to the 175th anniversary of the birth of General of Infantry M. Skobelev)

This historical-philosophical article represents the important heritage of the outstanding Russian military leader Mikhail Skobelev. The special focus is on the main principles and rules of Scobelev’s Science to win. They are exposed through the example of the commander’s participation in the Russian Army campaign in Middle Asia and Russo-Turkish War (1877-1878). A lot of attention is paid to the commander’s opinion on war, troops, army morale and Russia protection from the future threats. There are outlined his plans-hypotheses about the importance of the Middle Asia and Eastern issues for Russia, about the British India march, the prognostic ideas about European balance and the possibility of war between Russia and Germany in alliance with Austria-Hungary.

Connoisseur of military affairs and soldier's soul: General M. Skobelev’s combat experience of the 1877-1878 Russian-Turkish War 

General M. Skobelev is one of the most remarkable Russian commanders of the second half of the 19th century not only in the Russian Empire, but also in Europe. The article exposes in basic terms the military activity of the general during the Russo-Turkish War of 1877-1878, his role and contributions to the Balkans population liberation from the Ottoman Empire. Special attention is paid to Scobelev’s personnel development and education methods that were tried out in the course of war against the Turkish army. The military and pedagogical heritage of general Skobelev, in the author’s opinion, is still important today, and it should be studied and used in the training process of the present-day soldiers.

ON GUARD OF LAW AND MILITARY ORDER (to the centenary of the Russian Federation military courts)

The first executive session of the Republic Revolutionary courts martial took place on December 8, 1918 and became the starting point of the military courts history. On the eve of the 100th anniversary of the event the editors of “Military Academic Journal” invited the Chairman of the Supreme Court of the Russian Federation, the Chairman of the judicial division on the military cases, Honored Lawyer of the Russian Federation Vladimir Vladimirovich Khomchik to discuss the current state and perspectives of the Russian military courts system development.

The Red Army higher military-political school for personnel training (1918-1928)

This paper dwells on the analysis of the events and facts related to the period of genesis, making and development of the higher military-political school for training senior and general political officers during the first decades of the Red Army existence. The evolution of courses and service training establishments preceding the formation of Military-political Academy is considered chronologically. The authors propose to consider the Military Political Institute named after N. Tolmachev, established in February 1923 on the basis of Higher military-political courses, to be the first institute.

“Let us remember, dear fellows, about olden days”: veterans on the Kuban and Terek Cossacks’ role in the Khiva Campaign of 1873 

This article gives an account on the Terek and Kuban Cossacks role as part of Krasnovodsk and Mangyshlak detachments during the campaign against The Khanate of Khiva (1873). The evidences of the campaigners allow to identify the contribution of the Cossacks detachments in the described events. This paper dwells on strengths and weaknesses of the combat training of the Caucasian Cossacks in the climate of Turkestani deserts. It delivers witnesses’ opinions about famous-to-be general, then the officer of the Mangyshlak detachment General Staff lieutenant colonel M. Skobelev, the commander of the part of the Cossacks.

The role of the Kuban Cossacks in the Akhal-Teke expeditions of 1879-1881 as witnessed by contemporaries 

This article is based on the memoirs of the Russian participants of the Akhal-Teke campaigns of the second half of the 19th century. It reveals that during the two campaigns of 1879-1881 the strength of the army was augmented by the Terek, Orenburg and Urals Cossacks and dragoons, but since 1876 Russia’s Transcaspian Oblast cavalry was dominated by the Kuban Cossacks. It also finds out that general N. Lomakin’s ineffective cavalry command during the first Akhal-Teke campaign was one of the reasons behind the campaign failure. On the contrary, general M. Scobelev arranged coordination of branches and under his command the Kuban Cossacks played an important role in the incorporating Turkmenistan into Russia. This paper refers to sources, characterizing colonel A. Kuropatkin, generals N. Lomakin, N. Petrusevich and M. Skobelev.

Cossacks in the context of ideological confrontation and reforms (the late 20th – early 21st centuries) 

This article dwells on some aspects of ideological confrontations caused by the Cossacks revival process. It describes individual cases of splits in the Cossack army and their reasons. This research offers examples of destructive rhetoric, ineffective efforts of decision-makers to arrange Cossacks employment activity. It also covers vital issues of educational support and scientific assistance rendered to provide for the Cossacks revival. The author concludes that Russian idea is of paramount importance for Russia strengthening and notes the need of the efforts consolidation of the Cossacks units and other patriotic organizations to serve the country interests.

Cultural component as one of the most important elements of the Russian Armed Forces servicemen training 

The author of this article considers the problem of cultural component of the modern Armed Forces of the Russian Federation, emphasizes the importance of this issue in the process of training a military specialist capable of qualitatively implementing the tasks of higher military leadership, as well as being organically included in the structure of modern society. The analysis of the negative moral and psychological factors discrediting an image of a serviceman in society is carried out. Based on the analysis of the above mentioned problems, scientific conclusions and practical recommendations are proposed.

Characteristic moral and psychological features of combat tasks performance by groups of troops (forces) as part of special operations 

This article is dedicated to defining morale characteristics of using Russian Armed Forces in special operations of the postwar period. The author relies on the documents of the generalized military experience, scientific papers, modern educational editions and publications, and other sources. It delivers an analysis of negative morale factors of local wars and armed conflicts of the period under consideration that influenced the soldiers’ moral sinew. Modern approaches to the challenge of military service recruits social and psychological adaptation 

This article dwells on the problem of recruits adaptation for the military service in the modern psychology terms. It reflects results of the most relevant practical studies in psychophysiology, social, developmental and personality psychology conducted by Russian scientists pertaining to psychological adaptation system of recruits for military service. This paper features the author’s approach to adaptation levels gradation as a system and characteristics of the most significant personality and social factors which determine the success and efficiency of adaptation of recruits for military service. Among these, in the author’s opinion, are military service motives, socio-psychological patterns of recruits’ attitude towards military service, their social skills, adequacy and maturity of the socio-psychological protection mechanisms and general development and matureness level of recruits.

This article is based on the regulatory activity experience of the Military University of the Russian Federation. This article dwells on the researches results of the potential risks management for safety considerations of Russian organizations taking part in military-technical cooperation with other countries. It provides the authors’ classification of the mentioned risks categories on different grounds. This paper offers prospective directions of legal regulations optimization in the particular field of international relations. The ideas set forth may serve as a foundation for legislative drafting activities aimed to overcome legal gaps and contraventions in Russian laws regulating military-technical cooperation.

The impact of the sanctions regime on the military-technical cooperation between Russia and the European Union 

This article examines the challenges and threats to military-technical cooperation between Russia and the EU under the sanctions regime. The legal nature of sanctions, their basic levels as well as the procedure for introducing sanctions decisions have been analyzed. Particular attention is paid to the impact of sanctions on the dynamics of issuing export licenses by the EU member-states for military products to Russia in 2011-2016. Possible directions towards convergence of approaches of Russia and the EU in the field of security and defense in the context of the European security architecture transformation are proposed.

Building an effective system for managing production processes at the military-industrial complex enterprises based on lean production principles 

The authors recognize that the concept of economical production which was widely adopted and proved its efficiency abroad is focused on optimization of business by criterion of its costs by elimination of all types of losses and assumes involvement in the process of rationalization of business of each employee of the enterprise. This study shows that implementation of economical production management system allows to increase productivity of all types of production resources use, ways of the production organization, work and management. It also allows to lower costs of production and product distribution of defense industry enterprises.

Development of tools of the budgetary policy in the sphere of the state support of the investment projects implemented by organizations of the defense industry complex 

The authors of the article address a problem of application efficiency of federal budget funds. Given systematic risks posed by sectoral sanctions imposed on the Russian Federation by the U.S., EU and other countries, slowdown in economic growth, crisis phenomena in the global product and financial markets and high dependence of the Russian economy and budgetary system on the external economic environment, the topic mentioned is of particular relevance. The issue of optimization of the budgetary expenses for the state support of the investment projects implemented by organizations of defense industry complex, taking into account assessment of their efficiency and the chosen economic priorities for achievement of specific results from investments of the state resources, is considered in detail.

Problems of economic development research: geographical, social and military aspects 

This article reveals the main problems associated with the study of economic development in geographical, social and military aspects. Based on the comparative analysis, difficulties in determining the criteria and indicators of socio-economic growth are diagnosed. The authors have determined the most significant difficulties, as follows: the effect of low base, the increase in the rate of renewal of goods, the reduction of the “life cycle” of most economic goods, the low relationship between objective indicators of living standards and subjective perception of quality of life, high socio-economic differentiation and the contradictory impact of military preparations on economic growth. The study has revealed that material well-being is one of the prerequisites for human happiness, but its transformation into a high quality of life is mediated by many factors that can improve, neutralize or worsen the subjective perception of objective reality.
