Round table talking points (Moscow, November 12, 2019)


On the 12th of November 2019 in the Military university the round-table conference, dedicated to the 75th anniversary of the Eastern Europe liberation by the Red Army took place. The organizer of the event was the scientific research centre (of the fundamental military-historic issues). The reports of the participants were dedicated to the most important events of the ending period of the Great Patriotic War. In the centre of attention there were questions of real historic facts and disclosure of falsifiers’ figments, the necessity of objective historical facts usage in the patriotic upbringing of attendees and cadets is underlined.

The Southern Urals in Russia’s Civil War history (to the 100th anniversary of the end of hostilities)

The article discloses the problem of the Orenburg Cossacks and the Red Army squads opposition in the initial and final periods of the combat actions at the Southern Urals. The mechanism of the armed conflict escalation, called by the Soviet government as “Dutov’s Rebellion”, the conflict resolution periods, participation of the workers squads that arrived from the industrial towns of Ural, Volga and Siberia regions in the proletarian power establishment in the Cossacks districts of the region are shown. The author traced the fates of the most active participants of the events and concluded that there had not been winners in the Civil War as its prominent participants had not died in the fights, but had fallen victims of the repressions of the Soviet Union in the 1930s.

Sacrifice as a feat of valor and value of military service (memorable pages of Afghanistan)

The article confined to the 35th anniversary of the rebellion of the Soviet servicemen, captured by mujahideen in the Pakistani fortress Badaber. The author deals with sacrifice as a feat and spiritual value, which is the framework and basis of military service. The content and features of the manifestation of sacrifice are presented through the determination of heroic actions of Soviet soldiers who performed their military and civilian duty in Afghanistan, focusing on the fulfillment of the military oath. With the deployment of military-political work in the Armed Forces of Russia, the idea of preserving and continuity of combat experience of the past and its introduction into the modern process of education of citizens of the country is emphasized.

Political work specifics in units and formations of the Soviet troops limited contingent in Afghanistan

The article reveals the peculiarities of the content and organization of the political work carried out by the bodies of military and political control in the units of the Limited contingent of Soviet troops in Afghanistan (OXVA) during the combat actions in 1979-1989. The scientific and practical recommendations on the use of the Afghan experience in training for the modern military-political bodies are given. The content of the article is presented on the basis of generalized military experience, scientific papers and publications, memoirs and other sources.

Federal reconnaissance troops combat experience in the Chechen Republic mountainous and forested areas (1994-1996)

The article describes the actions of intelligence units of federal troops during the counter-insurgency warfare at the North Caucasus in 1994-1996. The aims, tasks, structure, armament and equipment of the reconnaissance groups and squats personnel are shown. The strong and weak points of the contact-research mission execution (surveillance, entrapment, raid, and other special exercises) are demonstrated. Special aspects of reconnaissance units employment in the mountainous woodland are identified. The examples of combat experience are given, valor, bravery, endurance and of reconnaissance men are noted.

Reforming the periodical press of Russia’s Interior Ministry troops in 1992-2016

The article depicts the process of establishment and development of Mass Media of the Internal Troops of the Ministry for Internal Affairs in 1992-2016. At this period the Internal Troops actively took part in the law enforcement in Russia, resisted the terrorism in the North Caucasus, arduously fighted with illegal armed formations. It is shown that information support of their duty was an important condition of decent tasks execution, helped to stabilize the moral and psychological state of servicemen.

Political terrorism: some methodological aspects of definition and origin

The article dwells on the defining of the notion “political terrorism”. To determine the peculiarities of political terrorism, the comparative analysis of the category “political terror” with the same type , but varying semantic charge is performed; retrospective analysis of its development in the world political history is given. At the same time the classification of the main types of political terrorism is represented. The author keeps to the opinion of politologists, who look upon political terrorism primarily as a method of oppositional political struggle, influencing upon the political rivals, combined with deterrence and violence and having criminal and political aspects.

“The science of ideas”: problems of terminology

In the conditions of modern informational wars the role of ideology noticeably increase. At the same time insufficient consistency of the “science of ideas” from the point of scientificality of its language should be mentioned. The author’s position is based on giving greater clearness precision to the terms, used in this field. The judgment that “ideological doctrines” should be divided from the point of view of party principle to classical group ideological systems and national state ideological systems is expressed.

The essence of practice and the specificity of its relationship with the game: Plato vs Aristotle

The article discusses the theoretical basis for understanding the essence of practice and the content of the game in it in the philosophical views of Plato and Aristotle. The views of these thinkers from the time of Antiquity marked the example of one of the first oppositions in the debate about the content and intentions of practice and the game in social reality. It has been suggested that the aesthetic and ontological approach (Plato) to the understanding of practice and play characterizes the latter as an activity focused on achieving socially significant goals and results, and teleological (Aristotle) - creates the conditions for pursuing individually significant, anthropocentic and subjective goals and results.

The authors justify the significance of activity the moral and political work organs in the establishment and development of military-political propaganda and agitation system in the Russian Federation Armed System. The essence and tasks implied by modern imperatives of governance documents of the Russian Federation Ministry of Defense are demonstrated. The experience of military-political propaganda and agitation by means of culture and leisure work is summarized, the practical recommendations for effectiveness improvement in military units and cultural establishments are given.

Information-psychological impact: a conceptual description scheme

The article dwells on the theoretical and methodological aspects of the informational and psychological impact. The conceptual pattern of the psychological phenomenon description is proved. Theoretical foundations of psychological support for service members’ military professional activity

The analysis of wars and mental state of warriors during the fights is illustrative of the necessity of psychological support of professional activity of military personnel especially in combat situation. The article dwells on the approaches of Russian military psychologists to the problem. The essence, aims and tasks of different stages of psychological support of military-professional activity of servicemen in combat situation from the point of view of resource-based approach are depicted. The structure of the existing system of psychological support of military-professional activity that, according to the authors, needs further development is given.

The challenge of creative thinking development among cadets and trainees of higher educational institutions of the Russian Ministry of Defense and directions of its solution

The article justifies the significance and directions of solving the problems of forming creative thinking of the Russian Federation Ministry of Defense Universities students on the basis of the research of dialectic interaction of military art theory, regulatory requirements and the content of courseware during their military training. Measures aimed at enhancement the mechanism of realization of the theory in the military specialists training practice in the course of instruction tactical disciplines are given. At the same time the process of achievement of the final outcome of training – the required professional competencies based on the solid theoretical knowledge, skills and abilities is discussed in close connection with the process of forming of individual creative thinking of cadets and attendees.

Personnel training for military take-over bodies in the Russian Empire

The work is performed on the basis of published and unpublished documents of federal, regional and departmental archives of Russia. The article dwells on the preparation of officers and low ranks as military receivers for the Main Artillery Directorate of the Russian Empire Military Ministry in the 19th – the beginning of 20th century. It is noted that in the middle of the 19th century the organized system of military receivers training did not exist in Russia. From the end of 1850s the task to prepare artillery receivers and members of reception committee of ordnance factories was given to a number of military training establishments. In the wartime the functions of quality controlling and receiving of military production were given to the personnel with insufficient skills. The authors conclude about the importance of the use of historic experience of military reception work organization at the present stage.

Software mechanisms to ensure environmental security of the Armed Forces of the Russian Federation

The article is devoted to the analysis of the application of the activities of the Armed Forces to ensure environmental safety, the main of which are federal targeted programmes, regional targeted programmes and State programmes of the Russian Federation. Approaches to ensuring the environmental safety of the activities of the Armed Forces at the level of the Government of the Russian Federation are considered, the content of ensuring the environmental safety of the Armed Forces, its purpose and tasks established by departmental acts are disclosed. It is concluded that it is necessary to integrate the national project "Ecology" into the state programs of the Russian Federation "Environmental Protection" and "Ensuring the defense capacity of the country", which will increase the efficiency of the project and processing activities of the state bodies responsible for ensuring environmental safety.
